On August 11, 2020 VDOT engineers discussed the design of the US 29 and Frays Mill/ Burnley Station Intersection Improvements Smart Scale application. The pre-application Smart Scale project proposed converting the existing signalized intersection to a signalized restricted crossing u-turn intersection. VDOT Culpeper District planning manager, Charles C. Proctor III presented the proposed design and answer questions during this public meeting.

Approximately one third of the 297 comments collected during the May Smart Scale Workshops were in response to the US/29Frays Mill/Burnley Station Intersection Improvements project; 92 of the 96 comments about this project were opposed to the project. Many of the comments mentioned alternative strategies and concerns of people living in the neighborhoods near the intersection, as well as non-residents using Preddy Creek Park.
