During the spring and summer TJPDC hosted a series of public workshop on Round 4 Smart Scale projects. Representatives from VDOT, Albemarle, and Charlottesville provided overviews of the transportation projects planned for submission in August for funding through VDOT’s Smart Scale program. The projects were broken up into two sessions and grouped by the submitting organizations.

Almost 280 comments were collected on 16 of the 17 projects. View the Summary of Smart Scale Workshop
report to see the comments.

Smart Scale Overview

In the CA-MPO area, we have a total of 16 proposal slots to apply for transportation project funding through the Commonwealth’s Smart Scale program. Smart Scale is Virginia’s system for selecting transportation projects to be funded under House Bill 1887. The transportation projects are scored based on an objective, outcome-based process, grounded on the following factors:

  1. Safety
  2. Congestion mitigation
  3. Accessibility
  4. Environmental quality
  5. Economic development
  6. Land use

TJPDC, the MPO, Charlottesville, and Albemarle each have four Smart Scale proposal slots. The projects reviewed in this workshop were submitted during the Smart Scale pre-application phase in April. They will be revised and updated before the final submission.

The pre-applications were due on April 7, 2020. Final applications will be submitted from June 1 to August 3, 2020. There is approximately $20 million available for projects in the Culpeper District and an additional $500 million in the State High Priority fund (statewide).

Please contact Lucinda Shannon at lshannon@tjpdc.org with questions or comments about the workshop. The comment period was open until the end of May.
