TJPDC hosted a public workshop on Round 4 Smart Scale projects. Representatives from VDOT, Albemarle, and Charlottesville provided overviews of the transportation projects planned for submission in August for funding through VDOT’s Smart Scale program. The projects are broken up into two sessions, use the links below to view the recordings.

Your comments are being solicited until the end of May. We have received comments via several formats, including at the webinar, email, phone and on this website. We are collecting and categorizing your comments and will post a summary with responses on this webpage in the first few weeks in June. How You Can Comment on Smart Scale Proposals

Use the tables below to see which agency is accepting comments on the project you are interested in. The tables below also have links to project descriptions and a place to post your comments on the TJPDC and MPO projects. Smart Scale Overview

In the CA-MPO area, we have a total of 16 proposal slots to apply for transportation project funding through the Commonwealth’s Smart Scale program. Smart Scale is Virginia’s system for selecting transportation projects to be funded under House Bill 1887. The transportation projects are scored based on an objective, outcome-based process, grounded on the following factors:

  1. Safety
  2. Congestion mitigation
  3. Accessibility
  4. Environmental quality
  5. Economic development
  6. Land use

TJPDC, the MPO, Charlottesville, and Albemarle each have four Smart Scale proposal slots. The projects reviewed in this workshop were submitted during the Smart Scale pre-application phase in April. They will be revised and updated before the final submission.

The pre-applications were due on April 7, 2020. Final applications will be submitted from June 1 to August 3, 2020. There is approximately $20 million available for projects in the Culpeper District and an additional $500 million in the State High Priority fund (statewide).
