The following documents provide a structure for long-term transportation planning in our region.

The LRTP is a planning document that shows what transportation projects are needed and fundable for the next two decades. The MPO must update this plan every five years. In order to receive federal funding, a project must first be listed in this document.

The TIP is a continuous program and the second step in the MPO process. The TIP takes project priorities from the LRTP and shows how State, Federal and local transportation funds will be spent over the next four years.

The SYIP is an annual program that outlines planned spending for transportation projects throughout the entire Commonwealth. It determines the funding for preliminary engineering, right-of-way acquisition and construction associated with transportation projects. The Commonwealth Transportation Board (CTB) is responsible for the SYIP, determining which projects will be funded. The program also identifies planned program funding for the succeeding five fiscal years.

The MPO adopts a new (UPWP) every year, to serve as a work program for the upcoming fiscal year. This is an administrative document for the MPO and is required in order for it to receive federal planning funds from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).
